If the clue page sent them to a seapost, then they can only advance the quest by speaking to the correct NPC noted on the clue page and selecting the correct dialogue option. Really all that told me is that you're doing a low tier Lost Shipment voyage for the Merchant Alliance. The clue you found is the final clue... the one right before the shipwreck. The Key however, could have spawned at ANY of the clues you found on the way there. It could have been floating amongst the barrels in the first clue.

You can purchase a Lost Shipments voyage from Larinna, located outside any tavern in the Sea of Thieves. You can also purchase the voyage from the Merchant Alliance, but you'll need to be least reputation level of 25 with the Trading Company to do so.

New Merchant Voyage bugged out for me and my crewmate, we found every single clue and the shipwreck supposed to be a bit North to Golden Sands Outpost. Well, there were a lot of seagulls in a spot, which would usually mean the shipwreck is there, but it was literally nothing. I think it happens when you do the same destination twice. If you are grinding them then you could do a few then hop to another server. This happens to me a lot too, but i find the routes I have the best luck with are in the Shores of Plenty. So if you can start your voyage in Sanctuary I'd recommend doing that.
