You need an armor thrall to craft it. It looks like only Kushite Armorers can craft the Hyena Fur stuff. T1 and T2 armorers don't come with any recipes, T3 is able to craft gloves, boots and skirt, while only a legendary (T4) can craft the chest piece and the helmet.

Someone did a comparison on this sub with the Abyssal Hound having a different diet and different stats.
