Considering itâs Kentucky in the 90s, every 3rd zombie should have cigs. Download the "smokers have cigarettes mod" it should help alot. May have to kill more zombies.

Yes you can and yes you need a lighter or matches to light them. There is a negative smoker trait in the creation that makes you addicted to cigarettes and giving you +4 Skillpoints. Unfortunately you can't overcome your addiction like other negative skills. You need cigarettes as long as you live.
